Victor Bout is a Russian businessman and former military officer who gained notoriety as an international arms dealer. Bout was accused of supplying weapons to rebel groups, militias, and even dictatorial regimes involved in conflicts and civil wars.

His activities drew international attention, and he was subject to numerous investigations by intelligence agencies and law enforcement agencies, including the United States Drug Enforcement Administration (DEA). In 2008, Bout was arrested in Thailand as a result of a sting operation conducted by the DEA, in collaboration with Thai authorities.

After a lengthy legal battle, involving extradition requests from multiple countries, Victor Bout was eventually extradited to the United States. In 2011, he was found guilty on multiple charges, including conspiracy to kill U.S. nationals and conspiracy to provide material support to a designated foreign terrorist organization.
